"According to a government report, last year the city of Dillton reduced its corporate tax rate by 15 percent; at the same time, it began offering relocation grants and favorable rates on city utilities to any company that would relocate to Dillton. Within
18 months, two manufacturing companies moved to Dillton, where they employ a total of 300 people. Therefore, the fastest way for Beauville to stimulate economic development and hence reduce unemployment is to provide tax incentives and other financial inducements
that encourage private companies to relocate here."

In this article the author tells that the fastest way for Beauville to stiumlate economic development and hence reduce unemployment is to provide tax incentives and other financial inducements that encourage private companies to relocate here.To support
this opinion,this author lists some facts including a government report by Dilton last year and two companies' relocation to Dilton.But it's not subtantiate to support his opinion.
Firstly,the experiences in Dilton probably is not appliable in Beauville.Conditions in two places is not all the same,so success in one place doesn't indicate the same result in another place.Maybe Dilton was in a relatively developed place and trade is popular
there while not in Beauville.
Secondly,there is a possibility that the reason why two manufacturing companies moved to Dilton is not the measures mentioned in the article.More companies moved to the city for a lot of reasons,but the author only enumerates two of them.Maybe the measures
mentioned is not the real one that attracts the owners of companies and the very reason is that natural environment in Dilton becomes better during 18 months.
Thirdly,assuming that these measures do really work,whether it is efficient in reduce unemployment is not clear.Perhaps the relocated company refuses to employ local workers or the local workers are incapable to undertake the job offered by company.
Fourthly,the successful experiences in Dilton is probably not appliable in this year.Maybe last year,the expectations of economic is good and owners of companies are eager to expand their business.If expections this year is not as good as last year,owners of
company may cancel their expanding project and then the effect these measures take is probably not obvious.
In sum,it's unsubstantiable to insist such measures in Beauville since facts listed by author is not persuasive enough.To make it believed,the author should compare two cities of Dilton and Beauville and therefore give us a practical view.Other conditions in
Dilton and Beauville should also be included such as econimical expections and so on.
